Chuck Stevens joined Phillips ADR after a varied forty-year career as a litigation partner at Gibson Dunn & Crutcher, a United States Attorney and Assistant United States Attorney, a founding partner of a boutique business litigation firm, and a neutral in ADR matters.
Chuck recently retired from Gibson Dunn & Crutcher where he was a litigation partner in its San Francisco office and for six years served as the managing partner of that office. He has been consistently recognized by legal publications for his work in complex litigation matters. Lawdragon named Chuck to its 2023 Leading Global Litigators Guide, and Benchmark Litigation named him to its 2024 Litigation Star list. He has been recognized for many years by Best Lawyers in America for Commercial Litigation and Bet-the-Company Litigation and as San Francisco’s Lawyer of the Year for Bet-the-Company Litigation in 2019. He has also been ranked in Band 1 in California Litigation by Chambers for many years. Prior to his time in Gibson Dunn’s San Francisco office, Chuck was the founding partner of a boutique business litigation firm that represented both plaintiffs and defendants in complex civil litigation matters, qui tam False Claims Act matters, and investigations.
In addition to his decades as a litigator, Chuck has substantial experience as a neutral in a wide variety of ADR matters. He served for many years as a court-appointed mediator for the Voluntary Dispute Resolution Program in the Eastern District of California. Also, in 2012-2013 while between law firm partnerships, he was a full-time mediator and arbitrator. As a neutral he facilitated resolutions in various commercial cases and qui tam False Claims Act matters. In recognition of this work as a neutral, Best Lawyers in America and Northern California Super Lawyers listed him in their ADR category. Chuck also taught a course on Mediation at UC Davis School of Law.
Chuck previously served as the United States Attorney for the Eastern District of California, the Chief Federal Law Enforcement Officer for the tenth largest of the 94 federal districts. As United States Attorney he developed initiatives involving the False Claims Act, healthcare fraud, and political corruption, and he was appointed to serve on the Attorney General’s Advisory Committee, an executive committee of 14 United States Attorneys that advised the Attorney General on law enforcement policy. He also served as an Assistant United States Attorney in the Central District of California where he was a member of the Public Corruption and Government Contract Fraud Unit and tried federal criminal cases.
Chuck has been actively involved in the professional community, serving on many boards and committees, including as President of the National Association of Former United States Attorneys, as a member of the Judicial Selection Committee of Senator Diane Feinstein, a member of the Board of Directors of Legal Aid of Marin, and an adjunct professor at U.C. Davis School of Law.
Chuck is a graduate of UC Berkeley School of Law and Colgate University. He and his wife Ann live in Marin County, CA. They have four adult children and five grandchildren, who also live in Marin. Chuck is a competitive endurance gravel and mountain bike racer, having completed the Leadville 100, the Unbound 100, the Big Sugar 100, and numerous Belgian Waffle Races.
